SAP Calculations for Conversion Projects

SAP calculations are required for all new dwellings created through the conversion or subdivision of an existing building or structure.

When are SAP Calculations for Conversions required?

A SAP Calculation is required for development projects that lead to the creation of a new dwelling, either through a material change of use or a change in energy status.

Examples of material changes of use include:

Development projects that transform a building into a dwelling where it wasn’t previously used as one, such as barn conversions or converting offices into self-contained flats.
Changes to a building’s internal layout that result in an increased number of dwellings, for instance, converting houses into flats or reorganising an existing block of flats to create additional units.

A change in energy status occurs when a previously unheated space is upgraded to be heated or conditioned,

such as converting a garage or workshop into a residential dwelling. Changes in energy status often go hand-in-hand with material changes of use.

New Build SAP Calculations: Expert Consultancy

SAP Calculations for new build residential developments should be completed alongside the detailed design process, once internal layouts have been confirmed, and a provisional or outline build specification is available. This provides an opportunity to easily adopt any recommended specification changes that may be required to achieve compliance with Approved Document L: Volume 1 of the Building regulations (or other local equivalent standards). Once the building works are complete, the design stage SAP calculation is updated to reflect the completed dwelling including any specification or design changes, the final heating, hot water and ventilation systems and the actual measured air permeability rate of the residence as determined by an Air Tightness Test. The final ‘As Built’ SAP calculation is issued for submission to the appointed Building Control Body. It is also used to produce an On Construction Energy Performance Certificate (EPC) for the completed dwelling which is also required by Building Control as part of the sign off procedure, while also being a legal requirement for the subsequent sale let of the dwelling.

All newly constructed residential properties in the UK require an individual SAP Calculation to be submitted to the appointed Building Control Body (BCB) before any building work begins.

Approved Document L: Volume 1 of the Building Regulations in England and Wales (and equivalent standards elsewhere in the UK) mandates that all new dwellings meet strict carbon emissions targets and minimum thermal performance standards. This is demonstrated through a SAP Assessment, which includes DER/TER calculations, DFEE/TFEE checks, and DPER/TPER assessments (applicable in England and Wales).

Upon completion of a development, an ‘As Built’ SAP Calculation is provided for each dwelling, which is also used to generate an On Construction Energy Performance Certificate
